Scheme Introduction / Overview

The Ministry of Micro, Small and Medium Enterprises (MoMSME), Government of India implements various schemes to support MSMEs in areas such as business establishment, credit access, technology upgradation, quality certification, market development, innovation, infrastructure, skill development and competitiveness.

The major MSME schemes include PMEGP, Credit Guarantee Scheme (CGTMSE), MSME Sustainable (ZED), MSME Competitive (LEAN), MSME Innovative, Procurement & Marketing Support, MSE-CDP, RAMP, International Cooperation and other sector-specific programmes.

1. Prime Minister's Employment Generation Programme (PMEGP)

Scheme Introduction / Overview

PMEGP is a credit-linked subsidy scheme designed to support the establishment of new micro enterprises and generate employment in rural and urban areas.

Eligibility Criteria

  • Individuals above 18 years.
  • SHGs, registered societies, production cooperative societies and charitable trusts may also be eligible subject to scheme conditions.
  • For projects above prescribed cost limits, minimum educational qualification requirements apply.
  • New projects are primarily eligible.
  • Udyam Registration is mandatory for new units before physical verification.

  • Business/trading activities permitted under PMEGP
  • Eligible village and non-farm industries
  • Certain transport and retail activities subject to applicable restrictions.

Maximum Subsidy / Assistance

  • Maximum project cost for subsidy – ₹50 lakh for Manufacturing
  • Maximum project cost for subsidy – ₹20 lakh for Service/Business
  • For eligible project cost above these limits, additional bank finance may be available without Government subsidy.

Applicable Conditions

  • Beneficiary contribution is generally 10% for General Category and 5% for Special Category.

  • Existing units that have already received specified Government subsidy are generally not eligible for new-unit assistance.

2. Credit Guarantee Scheme – CGTMSE

Scheme Introduction / Overview

The Credit Guarantee Scheme through CGTMSE facilitates collateral/third-party-guarantee-free credit support for eligible Micro and Small Enterprises by providing guarantee cover to member lending institutions.

Eligibility Criteria

Eligible Micro and Small Enterprises obtaining eligible credit facilities from participating banks/NBFCs/financial institutions may be covered, subject to CGTMSE guidelines.

  • Manufacturing enterprises
  • Service enterprises
  • Other eligible Micro and Small Enterprises covered under CGTMSE guidelines.

Subsidy / Financial Assistance Details

CGTMSE generally does not provide a cash subsidy directly to the entrepreneur. Instead, it provides a credit guarantee to the lender against eligible credit facilities.

Maximum Subsidy / Assistance

The guarantee limit and coverage percentage depend on the applicable CGTMSE guidelines, borrower category, loan amount, location and other conditions.

The Zero Defect Zero Effect (ZED) initiative promotes manufacturing with improved quality, productivity, environmental performance and reduced defects/waste.

Eligibility Criteria

Primarily applicable to eligible MSMEs registered under the MSME framework.

Eligible Industries / Businesses

Manufacturing MSMEs across eligible sectors.

Subsidy / Financial Assistance Details

Government support is provided for eligible ZED certification and related interventions as per the prevailing ZED guidelines.

Maximum Subsidy / Assistance

The assistance depends on the certification level, testing/assessment and eligible interventions under the current guidelines.

4. MSME Competitive – LEAN Scheme

The MSME Competitive (LEAN) Scheme supports MSMEs in adopting Lean Manufacturing principles to improve productivity, reduce wastage, optimize processes and improve competitiveness.

Eligibility Criteria

Eligible MSMEs registered under the MSME framework.

Eligible Industries / Businesses

Primarily manufacturing MSMEs and eligible enterprises participating under the LEAN programme.

Subsidy / Financial Assistance Details

Government assistance is provided for implementation of Lean interventions through the approved programme structure.

Maximum Subsidy / Assistance

Assistance depends on the applicable LEAN programme guidelines, intervention and implementation structure.

Eligible MSME clusters, implementing agencies, State Governments, industry associations, SPVs and other approved entities may participate subject to scheme guidelines.

Manufacturing and service clusters with common infrastructure or technology requirements.

8. Raising and Accelerating MSME Performance – RAMP

Scheme Introduction / Overview

RAMP is a World Bank-supported Central Sector programme designed to improve the overall MSME ecosystem, including access to finance, markets, technology, receivable financing and institutional capacity.

The programme has an approved outlay of approximately ₹6,062.45 crore and covers FY 2022–23 to FY 2026–27.

Eligibility Criteria

RAMP is primarily implemented through Central and State-level MSME institutions and programmes rather than operating as a conventional individual-enterprise subsidy.

The programme benefits MSMEs through participating government programmes, institutions and interventions.
