MNRE National Bioenergy Programme

1. Scheme Introduction / Overview

The National Bioenergy Programme (NBP) is implemented by the Ministry of New and Renewable Energy (MNRE), Government of India to promote renewable energy generation and utilization of biomass and organic waste.

The programme supports projects for conversion of agricultural residues, industrial waste, urban waste and other biomass resources into useful forms of renewable energy such as:

  • Biogas
  • Bio-CNG / Compressed Biogas (CBG)
  • Electricity
  • Producer gas / syngas
  • Biomass briquettes
  • Biomass pellets
  • Biomass-based cogeneration
  • Biogas-based thermal and power applications.

The National Bioenergy Programme consists of three major components:

  • Waste to Energy Programme
  • Biomass Programme
  • Biogas Programme

Phase-I of the programme was approved for FY 2021-22 to FY 2025-26 with an outlay of ₹858 crore.

2. Eligibility Criteria

Eligibility depends on the particular component and type of project.

Eligible applicants may include:

  • Private companies
  • Entrepreneurs
  • Industries
  • MSMEs
  • Cooperatives
  • Local bodies
  • Municipal bodies
  • Government organisations
  • Institutions
  • Project developers
  • Other eligible entities meeting the applicable MNRE guidelines.

Projects may be financed through:

  • Bank/FI loans
  • Own funds/self-financing
  • Other permitted financial arrangements.

For Waste-to-Energy projects, both bank-financed and self-financed projects are considered under the applicable framework.

3. Eligible Industries / Businesses

A. Waste-to-Energy

The programme supports projects using:

  • Agricultural waste/residue
  • Industrial organic waste
  • Urban waste
  • Municipal organic waste
  • Other eligible biomass feedstocks

for production of:

  • Biogas
  • Bio-CNG
  • CBG
  • Enriched biogas
  • Electricity
  • Producer gas/syngas.

For your CBG projects, this is the most relevant MNRE component.

B. Biomass Programme

The Biomass Programme supports:

  • Biomass briquette manufacturing
  • Biomass pellet manufacturing
  • Torrefied/non-torrefied biomass fuel manufacturing
  • Biomass-based non-bagasse cogeneration projects.

Bagasse-based cogeneration is not covered under the Biomass Programme.

C. Biogas Programme

The Biogas Programme supports:

  • Small biogas plants
  • Medium-sized biogas plants
  • Biogas-based power generation
  • Biogas-based thermal applications
  • Cooling applications
  • Biogas plants using cattle dung and other suitable organic feedstocks.

4. Subsidy / Financial Assistance Details

MNRE provides Central Financial Assistance (CFA) rather than calling the support a conventional subsidy.

A. Waste-to-Energy – BioCNG / CBG

Under the published Waste-to-Energy framework:

  • ₹4 crore per 4,800 kg/day of BioCNG/CBG generation from a new biogas plant.
  • ₹3 crore per 4,800 kg/day from an existing biogas plant.
  • Maximum CFA: ₹10 crore per project.

Approximate calculation

₹4 crore per 4,800 kg/day corresponds to approximately:

₹8,333 per kg/day of CBG capacity

For example, purely as a calculation under that published rate:

*Subject to the published ₹10 crore/project maximum and applicable eligibility/performance conditions.

Important: These figures relate to the published Phase-I Waste-to-Energy framework. Current applications are subject to the latest MNRE Phase-II guidelines, budget availability and portal status.

B. Biomass Programme

The Biomass Programme provides CFA for eligible:

  • Briquette manufacturing plants
  • Pellet manufacturing plants
  • Non-bagasse biomass cogeneration projects.

The exact CFA depends on:

  • Project type
  • Installed capacity
  • Eligible machinery
  • Applicable MNRE cost norms
  • Current notified CFA rates.

The Ministry has also issued revisions to CFA rates for biomass pellet manufacturing projects.

C. Biogas Programme

For medium-sized biogas plants from above 25 m³/day to 2,500 m³/day, published CFA rates include:

Power Generation

  • 3–50 kW: up to ₹45,000/kW
  • Above 50–200 kW: up to ₹40,000/kW
  • Above 200–250 kW: up to ₹35,000/kW

Thermal/Cooling Applications

  • 3–50 kW equivalent: up to ₹22,500/kW
  • Above 50–200 kW equivalent: up to ₹20,000/kW
  • Above 200–250 kW equivalent: up to ₹17,500/kW

For NER, Island regions, registered Gaushalas and SC/ST beneficiaries, the published framework provides a 20% additional incentive over the standard CFA.

5. Maximum Subsidy / Assistance

The maximum assistance depends upon the MNRE component.

Waste-to-Energy

Maximum CFA for BioCNG/CBG:₹10 crore per project under the published Phase-I framework.

Biogas

The maximum amount depends upon:

  • Plant capacity
  • Power/thermal application
  • Eligible CFA rate
  • Applicable project guidelines.

Biomass

The applicable ceiling depends on the project type and current CFA norms.

Therefore, there is no single MNRE subsidy percentage applicable to all bioenergy projects.

7. Applicable Conditions

Projects must comply with the applicable MNRE scheme guidelines.

Important conditions include:

  • Project must fall under an eligible MNRE component.
  • Eligible feedstock and technology requirements must be satisfied.
  • New machinery/equipment requirements may apply under the Biomass Programme.
  • Projects must obtain applicable statutory approvals.
  • Technical specifications must be complied with.
  • Project commissioning must be completed within the prescribed period.
  • Performance inspection is required.
  • CFA is linked to successful commissioning/performance as applicable.

Applications must generally be submitted through the designated online portal.

  • Self-financed projects may require Project Appraisal Committee (PAC) approval.
  • Bank-financed projects require the prescribed financial/appraisal process.
