1. Eligibility

The policy is principally intended for eligible Micro, Small and Medium Enterprises and entrepreneurs undertaking eligible manufacturing/service activities in Andhra Pradesh.

Eligibility generally depends on:

  • Enterprise category — Micro / Small / Medium.
  • New enterprise or eligible expansion/diversification, depending on the particular incentive.
  • Location of the unit in Andhra Pradesh.
  • Eligible activity/product as specified in the policy and operational guidelines.
  • Investment being incurred during the eligible policy period.
  • Compliance with applicable statutory approvals and conditions.
  • Udyam/MSME registration and other registrations wherever applicable.
  • Production/Commercial Operation Date (COD) or first invoice requirements, where specified.

The policy provides separate treatment for general-category enterprises and special-category enterprises. Special categories include enterprises wholly owned by eligible women, BC, SC, ST, minority, specially-abled and transgender entrepreneurs, subject to the applicable conditions.

2. Applicable Industries

The AP DIC/MSME incentive framework covers eligible manufacturing and service activities, subject to the respective policy's eligible-sector list and operational guidelines.

Examples of sectors covered through AP's industrial policy framework include:

  • Manufacturing

  • Agro-processing
  • Textiles and garments
  • Pharmaceuticals and chemicals

Important: A unit should not assume that every activity qualifies under every incentive. The exact eligible activity and exclusions have to be checked against the relevant operational guidelines.

3. Subsidy / Incentive Details

A. Capital Subsidy

For eligible new enterprises under the amended MSME incentive structure, the capital subsidy is broadly:

FCI = Fixed Capital Investment.

The subsidy is applicable to new enterprises, with payment structured in annual instalments as prescribed.

B. Technology Upgradation / Modernisation

For eligible expansion/diversification units:

The incentive is intended for eligible technology upgradation/modernisation associated with expansion/diversification.

C. Power Cost Reimbursement

For eligible manufacturing/service enterprises:

  • General category: ₹1 per unit for 5 years from DCP.
  • Special category: up to ₹1.50 per unit for eligible enterprises, subject to the applicable category/cap.
  • Caps and annual limits apply by enterprise category.

D. Net SGST Reimbursement

The policy provides 100% reimbursement of eligible net SGST, generally for 5 years, subject to the prescribed annual and overall limits.

The total SGST incentive is subject to a ceiling of 100% of FCI.

E. Stamp Duty / Transfer Duty

For eligible industrial investment:

  • 100% reimbursement of stamp duty/transfer duty on eligible purchase of land for industrial use.
  • Reimbursement of eligible stamp duty for lease of land/shed/buildings, mortgages and hypothecation.
  • Applicable conditions apply, including restrictions on repeated claims relating to the same land.

F. Land Conversion Charges

Eligible enterprises can receive 100% reimbursement of applicable land-conversion charges, subject to the policy conditions.

G. Other MSME Support

The AP MSME policy framework also provides/addresses incentives and support relating to:

  • Skill upgradation
  • Quality certification
  • Energy and water audits
  • Local procurement
  • Technology adoption
  • Innovation
  • Market access
  • Export promotion
  • Infrastructure/industrial parks
  • Cluster development
  • Entrepreneurship development.

4. Investment Limits

The applicable investment limit depends on the MSME classification and the particular incentive.

For the AP MSME capital subsidy structure, the important practical limits are the subsidy ceilings:

The FCI-based percentage and monetary ceiling are both relevant; therefore, an enterprise cannot simply claim the percentage without reference to the applicable cap.

For large/sub-large/mega investments, different incentives are available under the AP Industrial Development Policy 4.0, rather than treating them as ordinary MSME capital subsidy cases.

The actual combination depends upon the nature of the unit, investment, location, enterprise category, activity, new/expansion status and applicable policy.

6. Special Category Benefits

The AP framework gives enhanced support to specified special-category entrepreneurs.

The special category includes, subject to the policy's ownership/domicile requirements:

  • Women entrepreneurs
  • BC entrepreneurs
  • SC entrepreneurs
  • ST entrepreneurs
  • Minority entrepreneurs
  • Specially-abled entrepreneurs
  • Transgender entrepreneurs.

For example, the amended capital subsidy structure provides substantially higher percentages for eligible special-category Micro and Small enterprises.

7. Conditions

Important conditions generally include:

Enterprise conditions

  • Enterprise must fall within an eligible category.
  • Activity must be eligible under the applicable policy.
  • Unit must be established/operated in Andhra Pradesh.
  • Required registrations and approvals must be obtained.

Investment conditions

  • Investment must qualify as eligible FCI under the policy.
  • The investment must be within the applicable policy period/eligibility window.
  • Only prescribed eligible assets/expenditure can be considered.

New-unit conditions

Capital subsidy under the amended MSME structure is specifically applicable to new enterprises.

Expansion/diversification

Technology-upgradation subsidy is linked to eligible expansion/diversification rather than an ordinary new-unit claim.

Special-category conditions

For enhanced special-category incentives, the enterprise must satisfy the ownership and other requirements prescribed by the policy.
